Department for Education (DfE) School Wash Trough Requirements Explained
When specifying communal wash troughs for schools, it is common to see products described as "DfE compliant". In reality, the Department for Education (DfE) School Output Specification applies to the completed washroom installation, not simply the wash trough itself.
This guide explains the relevant British Standard, the Department for Education requirements and the practical considerations that architects, contractors, schools and facilities managers should take into account when specifying wash troughs for education projects.
BS EN 14296 – The British Standard for Communal Wash Troughs
Communal wash troughs for commercial and educational environments should be manufactured in accordance with BS EN 14296:2015+A1:2018 – Sanitary appliances – Communal washing troughs.
This British Standard specifies the performance requirements for communal wash troughs, including structural strength, durability, hygiene and cleanability. It is a performance standard and applies to wash troughs manufactured from a variety of materials, including stainless steel and solid surface products such as Corian®.
Manufacturing in accordance with BS EN 14296 provides confidence that the wash trough has been designed to withstand the demanding conditions typically found within schools and other high-use public buildings.
Department for Education (DfE) Requirements
The Department for Education School Output Specification references BS EN 14296 but also includes additional requirements relating to the overall washroom installation.
It is therefore useful to separate the requirements into three areas:
- Product requirements.
- Installation requirements.
- Practical design considerations.
1. Product Requirements
The wash trough itself should provide:
- Manufactured in accordance with BS EN 14296:2015+A1:2018.
- Hygienic, smooth and easy-to-clean surfaces.
- Robust construction suitable for heavy daily use.
- Durable materials such as Grade 304 stainless steel or Corian® solid surface.
- Suitable fixing arrangements designed to minimise opportunities for tampering.
- No plugs within pupil washrooms.
- Compatibility with commercial tap options including timed-flow, push-button and sensor-operated taps.
2. Installation Requirements
Many of the requirements contained within the DfE specification relate to the completed washroom installation rather than the wash trough supplied by the manufacturer.
These may include:
- Hygienic wall splashbacks.
- Integral upstands where required by the project specification.
- Concealed plumbing services.
- Removable service access panels.
- Hygienic wall finishes.
- Appropriate structural fixing to the building.
These elements are normally supplied and installed by the mechanical contractor or fit-out contractor as part of the completed washroom installation.
Integral Upstands and Splashbacks
The DfE School Output Specification includes an installation detail incorporating an integral upstand with a hygienic wall splashback extending above the wash trough.

The most appropriate solution will depend upon the project specification, installation method and customer preference. Where an integral upstand is specified, the associated wall splashback or hygienic wall finish is generally supplied as part of the overall washroom installation rather than the wash trough package.
Concealed Services and Access Panels
The DfE specification also includes concealed plumbing services and suitable access for maintenance.
In practice these service enclosures, IPS panels, downstands and access panels are generally supplied by the installer or specialist washroom contractor rather than the wash trough manufacturer.
Fixings and Tamper Resistance
School washrooms experience particularly demanding levels of use.
The DfE recommends that fixings are watertight and as inconspicuous as possible to reduce opportunities for tampering whilst maintaining a clean, hygienic appearance.
Careful consideration should also be given to tap selection, waste fittings and exposed plumbing components to minimise maintenance and reduce the risk of misuse.
Why Are Plugs Not Normally Used?
The Department for Education generally recommends that wash troughs within pupil washrooms are supplied without plugs.
Removing plugs helps to:
- Improve hygiene.
- Prevent standing water.
- Reduce maintenance.
- Minimise misuse and vandalism.
- Simplify daily cleaning.
For this reason, most modern school wash troughs are supplied with commercial waste fittings designed for continuous drainage.
Wall Mounted or Front Support Legs?
One area where practical experience often differs from guidance is the use of front support legs.
The DfE generally favours wall-mounted wash troughs without front support legs to improve floor cleaning and maintenance.
However, many schools, contractors and facilities managers specifically request front support legs.
Experience has shown that pupils frequently sit, lean or gather around wash troughs during break times and between lessons, placing additional loads on the installation. Front support legs can provide increased structural support and may improve long-term durability in these high-use environments.
For this reason, many school wash trough installations incorporate front support legs even where wall-mounted brackets provide the primary means of support.

Is a Wash Trough "DfE Compliant"?
This is probably the question we are asked most often.
Strictly speaking, the Department for Education specification applies to the completed washroom installation, not the wash trough in isolation.
A wash trough manufactured in accordance with BS EN 14296:2015+A1:2018 provides the foundation for a compliant installation. Overall compliance is then achieved through the associated plumbing installation, wall finishes, splashbacks, service enclosures and other project-specific details incorporated within the completed washroom.
For this reason, product selection should always be considered alongside the project specification and architect's drawings.
